Assessing English Learners for Specific Learning Disabilities

34 Code of Federal Regulations § 300.304 states that assessments and other evaluation materials used to assess a child are: selected and administered so as not to be discriminatory on a racial or cultural basis and provided and administered in the child's native language or other mode of communication; and in the form most likely to yield accurate information on what the child knows and can do academically, developmentally, and functionally, unless it is not feasible to so provide or administer. During this session, participants will learn about the various types of orthography that exist around the world, factors influencing second language learning, bilingual brain research, and influence of socioeconomic factors on literacy & oral language. The information provided by the presenter will focus on the principles and strategies that all evaluation personnel may use for culturally fair and appropriate assessment practices in the assessment of English Language Learners for the presence of disabilities including the use of the CLIM for SLD identification.
