Introduction to the ELPS
ELPS Flip Book




Join us for a dynamic and practical exploration of the newly adopted Texas English Language Proficiency Standards (ELPS), now codified in 19 TAC, Chapter 120, which became effective on February 2, 2025, and are set to be implemented in classrooms starting in the 2026–2027 school year. This session will decode the updated structure—spanning two grade bands (K–3 and 4–12), five refined proficiency levels, and domain-specific descriptors (listening, speaking, reading, and writing across all content areas) . Gain clarity on what these changes mean for instructional planning and explore strategies to scaffold emergent bilingual students toward higher levels of language proficiency.
