Foster Care: Post-Secondary and Transition Support for Students




Under TEC § 25.007(b)(11), school districts must provide transition assistance to students in foster care. This includes requiring counselors or foster care liaisons to inform 11th and 12th-grade students in foster care about postsecondary transition services, such as the TEC § 54.366 free lifetime college tuition and fees waiver. 

Important Session Information:


Under Texas Education Code § 33.006 and related guidance, school counselors and foster care liaisons are required to ensure students in or formerly in DFPS conservatorship have access to information about postsecondary education and training opportunities. This session, facilitated by DFPS, will explore college tuition and fee waivers, Education and Training Vouchers (ETVs), the PAL program and other resources available to eligible students. Participants will gain practical information to help students and school staff navigate postsecondary planning and prepare for successful transitions after high school.

Preparation for Adult Living Program: The PAL program helps youth in DFPS conservatorship prepare for a successful transition to adulthood. PAL provides life skills training, education and career panning, financial literacy, employment readiness, housing resources, and assistance with accessing benefits and services available after foster care.

BCFS Transition Services: BCFS provides transition services to eligible current and former foster youth as they prepare for adulthood after high school. Services may include assistance with the college tuition waiver, housing and accessing community resources. BCFS help youth connect with available state benefits and supports to promote successful independent living.
